Information About the Executive Board

The officers of the Executive Board of the New York Lactation Consultant Association voluntarily serve a two-year commitment. An officer must be a member of the New York Lactation Consultant Association (NYLCA) and an International Board Certified Lactation Consultant (IBCLC). NYLCA members can vote for candidates for the positions of President, Vice-President, Secretary and Treasurer at the Annual General Meetings in June.

Norma Garcia, BS, MSW, IBCLC, President

Norma Garcia has been a practicing IBCLC for the last five years with a recertification date in 2016. She has worked with the most fragile and vulnerable populations. She spent 3 years working as an IBCLC for Breastfeeding Peer Counselor for the Maimonides WIC Program and the Maimonides Medical Center Maternity Ward and Neonatal Intensive Care Unit. Norma has also worked for the Newborn Home Visiting Program which consisted of dual leadership roles in coaching, mentoring, and supervising staff and direct patient care, groups, and outreach. She reached close to 2,000 families in the neighborhoods with the highest infant mortality rates, crimes, and morbidities. Her leadership roles have been in the public health sector within the last ten years which has given her the privledge to work alongside many community leaders in the reproductive justice and and infant and child justices sectors. Her knowledge and expertise in the breastfeeding field allowed her to contribute to the language for advocacy work in workplace lactation rooms, public lactation pump stations, and the paid sick leave. Her leadership is self-described as amiable in which she has a strong affinity for relationship building and networking. She also describes herself as expressive which allows her to think into the future and see visions of what could be. Norma says she strives to shape a culture of equality that supports families through informed choice.

Crystal S Alexander, RN, BSN, IBCLC, Vice President

Crystal Alexander has been a proud member of NYLCA for a little over a year. She is employed full time as a lactation consultant at Mount Sinai Hospital in New York. She also has her own lactation private practice. Crystal is a member of the New Jersey Breastfeeding Coalition. To continue her growth and development as a lactation consultant, Crystal attends workshops regularly. She is dedicated to helping perfect her craft and better serve her clients. Her vision is to help develop NYLCA by networking with practitioners from all over the state of New York to increase access for breastfeeding help to all women in need. Crystal encourages IBCLCs to reach out to each other and provide support to new lactation consultants so that there can be a community speaking up for the rights of breastfeeding mothers!

Stephanie Wagner, BSN, RNC, IBCLC, RLC, Treasurer

I still consider myself new to NYLCA and the IBCLC community. I am constantly learning on a daily basis, and every dyad interaction teaches me something new. I look at breastfeeding as a global health issue, and I want to do my part to combat that by getting evidenced-based health information and support out to as many moms and babies as possible. One of the best ways to do that is to become more involved in our organizations, such as NYLCA. My vision for NYLCA and our community is to stay a strong root and resource for each other, as well as the profession as a whole. Professional breastfeeding organizations, especially on the state or federal level, should be household words for any breastfeeding parent.

Coordinator and Directors are appointed by the officers of the Executive Board to fulfill specific long-term tasks that require a substantial time commitment.

Please contact the Executive Board if you have ideas about creating additional coordinator positions and/or creating a revenue source to sustain such positions.

Liaison positions are voluntary and approved by officers of the Executive Board. A liaison must be a member of the New York Lactation Consultant Association (NYLCA) and an International Board Certified Lactation Consultant (IBCLC).


Committees are formed based on interest and need and approved by the officers of the Executive Board. Committee Chairs and Members are voluntary positions. A committee chair or committee member must also be a member of the New York Lactation Consultant Association (NYLCA).
